
Phil Morgan is a highly experienced technical specialist with a broad understanding of contaminated land risk assessment and remediation, and industrial effluent and waste treatment technologies. Phil spent the first 15 years of his career in the oil and chemicals industry as a specialist in environmental technologies and has subsequently worked for over 8 years in consultancy. Through his career, he has gained experience in projects throughout the UK as well as in mainland Europe, North America and Asia.
Phil’s has particular technical expertise in the evaluation of contaminant chemistry, biochemistry and attenuation, environmental impact and human health risk assessment. His contaminated land project experience covers site investigation and risk assessment projects, involving a wide range of contaminant profiles and site types. These include development sites, operating industrial and commercial sites, legacy landfills, public open space and residential properties.
Phil has been involved in diverse contaminated soil and groundwater remediation projects including options appraisals, process design, operational improvement and validation projects. Making use of his experience in environmental process applications and biotechnology, he has most commonly worked on bioremediation, vapour extraction, Permeable Reactive Barrier (PRB) and Monitored Natural Attenuation (MNA) applications but has practical experience with most currently used remediation methods.
He also has undertaken many industrial effluent treatment projects (including biotreatment, flocculation-flotation and air oxidation processes), landfill leachate treatment, and petrochemical waste processing projects, principally sludge pre-treatment and processing.
Alongside his technical expertise, Phil has extensive negotiation experience, covering regulatory negotiation, legal support and public liaison.
Phil maintains a high level of expertise and public profile through participation in R&D projects focussed on contaminated land assessment and remediation. He holds the position of Visiting Professor of Environmental Biotechnology in the Department of Civil & Structural Engineering at the University of Sheffield. Additionally, he is currently chairman of the CL:AIRE Technology and Research Group and chaired the DTI LINK Bioremediation Programme Management Committee.
Phil has delivered numerous conference presentations and has authored more than 50 technical publications, including a number of Environment Agency guidance documents. He is a regular and enthusiastic deliverer of technical training, which has reached a large number of delegates across the public and private sectors. Recent training has included CPD programmes delivered under the auspices of the Chartered Institute of Environmental Health and CL:AIRE (with support from the Environment Agency). He teaches regularly on Masters-level degree courses at both the Universities of Sheffield and Nottingham.
